东亚福利体制下的中国位置——基于东北亚、东南亚福利体系的分野

The Position of China Under East Asian Welfare Regime:A division Based on the Welfare System of Northeast Asia and Southeast Asia

随着对"东亚福利体制"讨论的深入,学者们为了统合"是否存在东亚福利体制"两派争论的"共性"与"差异"观点将东亚福利体制继续细分,形成了东北亚体系和东南亚体系两个次丛。但即使如此,也不能使我国完全符合相关类型。从经济水平和政治体制这两方面来看,我国的福利体制更加相似于东南亚国家而非在细分下的东北亚体系国家。然而,就我国福利体制本身而言,在虽然在构建方式、政府责任、价值理念与福利覆盖等几方面的实践上还存在着较多的不足,但其理念已经从原先较为明显的东南亚体系特征逐渐向东北亚体系特征过渡。由此,提出"东北亚体系下的亚福利体制"这一概念,来体现我国当前虽然在理念上和制度的发展趋向上具有较为明显的东北亚体系特征,但在经济水平、政治体制等领域却依然与东南亚体系具有较高相似度的体制框架。

With the discussion of East Asian Welfare Regime , the scholars continued to breakdown, formed in two times plexus which are Northeast Asia and Southeast Asia welfare system, in order to integrate the different viewpoints of the existence of East Asian Welfare Regime. But even so, it also can＇t make our country fully comply with one of two times plexus. From the economic and political system, China＇s welfare regime is more similar to the welfare system of Southeast Asian countries. However, although China＇s welfare regime in the construction practice, government responsibility, values and the welfare coverage have many shortcomings, but the concept of China＇s welfare regime has been transited from the characteristics of the Southeast Asia welfare system gradually toward the Northeast Asia welfare system＇s. Thus, put forward the concept of ＂sub welfare regime in Northeast Asia welfare system＂, to express the institutional framework that currently China＇s welfare regime has the characteristics of Northeast Asia welfare system obviously in the concept and developing trend of welfare system, but in the field of economic and political still has high similarity about the welfare system of Southeast Asia.
