摘要
回顾了我国商业网点布局规划发展的历程,反思以规划管控及自由市场两种不同模式主导下城市商业发展出现的问题。以实践、问题为导向,提出商业网点布局规划的重心应由规划控制转向公共服务,并通过厦门的实践案例,从社区商业服务的保障、营商环境的培育、市场风险的预警等三个方面进行阐述。
The paper first reviews the development of the commercial network planning in China and reflect on the problems under two different patterns of planning, control and free market. Based on practice and problem, the paper then propose that the focus of the commercial etwork planning should be shifted from planning control to public service. At last, according to the cases in Xiamen, the paper propose three ways for the government to provide public services,such as community commercial service, business environment and the warning of market risk.
