新型农村合作金融发展的障碍及路径选择——基于农民专业合作社资金互助的视角

Obstacles and Path Selection of the Development of the New Rural Cooperative Finance——From the Perspective of Financial Mutual Assistance of Peasant Professional Cooperatives

2004年中央一号文件提出积极兴办直接为"三农"服务的多种所有制的金融组织,随后每年的中央一号文件对发展农村合作金融组织均有不同表述,2014年提出发展新型农村合作金融组织,各地纷纷做了许多实践和探索,2017年提出规范发展农村资金互助组织。本文通过对陕西农民专业合作社资金互助试点情况的实地调查,分析了新型农村合作金融的发展困境,并提出了未来发展路径。

There have been more than ten years of exploration and practice of the new rural financial model in China since the new century,and the new rural cooperative finance is an important achievement in this process.No.1 document of the central government in 2004 proposed to actively establish multi-owned financial organizations to serve agriculture,rural areas and farmers directly,and then the annual central government’s No.1 document has different expressions for the development of rural cooperative financial organizations.In 2014,the central government proposed the development of new rural cooperative financial organizations,and many local governments have carried out a lot of practices and explorations.In 2017,the central government proposed to standardize the development of rural financial mutual assistance cooperatives.Based on a field survey on the pilot of the financial mutual assistance of peasant professional cooperatives in Shaanxi province,the paper analyzes the development dilemma of the new rural cooperative finance,and puts forward the future development path.
