摘要
新型高校智库需要建立起不同于传统高校智库的新型管理机制。文章首先对美国、德国等国外高校智库的管理机制特点进行了分析,接着分析了我国高校智库管理机制方面存在的问题,包括:智库独立性不够强、市场运行机制尚不完善、学术力量较弱、人员编制与管理不够灵活、研究成果转化率低和资金来源单一。最后,提出了国外高校智库管理机制对中国构建和完善新型高校智库管理机制的启示。
The new type of university think tanks need to construct new functional management mechanism which is different from the traditional university think tanks. Firstly, this paper analyzes the characteristic of functional management mechanism of uni- versity think tanks in foreign countries such US, Germany. Secondly, this paper systematically reviews problems of functional man- agement mechanism of university think tanks in China, including insufficient independence of the think tanks, imperfection of mar- ket operation mechanism, weakness of academic strength, inflexibity of staffing and management, low conversion rate of research products and single sources of funds. At last, by drawing lessons from the functional management mechanism of foreign university think tanks, this paper puts forward some enlightenments for establishing functional management mechanism of new type of univer- sity think tanks in China.
