橡胶南美叶疫病的国际检疫形势与研究动态 被引量:1

International quarantine and research progress of South American leaf blight of rubber

摘要 橡胶南美叶疫病菌(SALB)是亚太区域各国重点关注的检疫性有害生物,可严重影响橡胶生产。考虑到与SPS协议要求对接,《亚太植保协定》1999年修订版拟删除原文本中对SALB相关橡胶产品的进口限制内容,但各成员国对此未达成一致意见。为对SALB的检疫风险进行全面评估,亚太区相关国家派员赴巴西疫区开展了SALB识别、诊断及防控的研讨与实训。通过实地考察,笔者认为巴西当地SALB发生情况仍较严重,目前对该病尚无较好的防控手段,建议国内相关机构加强对该病的调查监测与检疫研究。 South American leaf blight(SALB) is one of the most important quarantine pests in the Asian-Pacific region which can seriously damage rubber production. To ensure consistency with the SPS agreement, the revised edition of Plant Protection Agreement for the Asia and Pacific Region(1999) intended to delete the content of import restrictions on rubber products concerned in SALB. However, the contracting parties failed to reach an agreement on the revision. For a comprehensive assessment on quarantine risk of SALB, representatives of relevant countries in the Asia-Pacific region went to Brazil to conduct discussion and training on identification, diagnosis and prevention technologies of SALB. As local SALB in Brazil was still serious and there was no effective control method, it was suggested that the domestic institutions of China strengthen the quarantine management and research of SALB.
