城乡建设用地增减挂钩研究进展综述

Research Progress on the Policies of Increase and Decrease of Urban and Rural Construction Land

在城镇化快速发展的今天,城乡建设用地增减挂钩对合理利用农村集体建设用地、实现农村城镇化、统筹城乡发展、保护耕地资源意义重大。目前城乡建设用地增减挂钩还处于起步阶段,作为土地整理中全新的一员,它在我国大部分区域还处于试点阶段,相关研究在理论和实践层面上还有不足之处。本文采用了文献归纳法,对国内外相关研究进行综述,并对未来研究趋势进行了展望。研究认为,今后需要在城乡建设用地增减挂钩理论体系、相关政策和法律以及农户满意度方面做进一步的研究。

In the rapid development of urbanization, the link between increase or decrease in the urban and rural construction land use is of great significance to the rational use of rural collective construction land, rural urbanization, unified urban and rural development and the protection of arable land resources. At present, the link between increase and decrease in the urban and rural construction land is still in its infancy. As a new member of land consolidation, most of China＇s regions are still in the pilot phase. The relevant research has some shortcomings in theory and practice. In this paper, the literature induction method is used to review the relevant research both at home and abroad and the future research trends are predicted. The study states that further research will be needed in the future on the theoretical system of the increase and decrease in the urban and rural construction land, related policies and laws as well as the degree of satisfaction of the farmer households.
