As the third biggest ethnic minority group in New Zealand, the Pacific Islanders hold the social images with comparatively lower social, economic and education backgrounds, but a relatively higher level of criminal rate.Such social image is closely related to the history of the migration background of Pacific Islanders. This article treats the immigration history of Pacific Islanders in New Zealand as a case study to test Robert Mile's theoretical framework of racial discrimination led by labor migration,"Dawn Raid",the event in which the New Zealand government used inhumane methods to force overstaying Pacific Islanders to leave New Zealand, which has challenged the traditional notion that New Zealand is a country that warmly welcomes all types of immigrants. The facts proved that the discrimination brought by excluding the immigration is part of indelible history in New Zealand.
