基于AHP-离差最大化法的燃气公交本质安全评价

摘要 为客观合理地评价燃气公交运营的本质安全,建立综合评价指标体系,以哈尔滨市某公司为例进行验证。采用层次分析法得出评价指标体系各指标的主观权重,采用离差最大化法得出各指标的客观权重,通过合成算法计算得出各指标的综合权重。这种主客观权重相结合的方法能够提高评价体系的可靠性,适用范围更广[1]。最后,采用多级模糊综合评判法对企业运营安全水平做出定量评价。结果表明,建立的基于AHP-离差最大化法的评价指标体系较合理,多级模糊综合评判模型具有一定的实用性,研究结果对发现燃气公交系统管理的薄弱环节、提高燃气公交系统安全性具有一定现实意义。 In order to evaluate the operating essential safety of gas bus objectively and reasonably,this paper sets up a comprehensive evaluation index system,by taking apassenger transport limited liability company in Harbin as an example to validate.Using the analytic hierarchy process to evaluate index the subjective weight of every index in index system,the method of maximizing deviations to find objective weight of each index,and simple synthesis algorithm,each index of the comprehensive weight is calculated.This method combined with subjective and objective weights improve the reliability of the evaluation system,which range of application is wider.Finally the multistage fuzzy comprehensive evaluation method is used to make quantitative evaluation to the enterprise operation safety level.Results show that the evaluation index system established based on AHP-maximizing deviation method is more reasonable and multistage fuzzy comprehensive evaluation model is practical.This study has a certain practical significance in finding gas transit weak links and improving the safety of gas transport system.
