城市治理现代化的逻辑范式、作用机制与实践路径

The Logical Model, Function Mechanism and Practice Path of Urban Governance Modernization

城市是人类社会发展和人民生产生活的重要载体,城市治理是反映文明发展程度的重要标志,城市治理现代化更是现代文明走向信息化、即时化和智能化的必然要求。基于DPSIR模型,围绕如何实现城市治理的现代化,系统分析城市治理能力和治理体系交互影响的逻辑范式及作用机制,认为城市的规划、建设和管理是适应和引领城市治理能力的关键。基于此,针对当前城市治理的问题,提出建立"规划的约束机制、建设的承载机制和管理的引导机制"的现代化城市治理体系,并在此基础上,进一步阐述了城市治理现代化的实践路径。

City is an important carrier for the development of human society and people＇s production and life. Urban governance is an important symbol to reflect the level of civilization development. The modernization of urban governance is an inevitable requirement for the modern civilization to become information, instant, and intelligent. Based on the DPSIR model, this paper systematically analyzes the logical paradigms and mechanisms of interaction between urban governance capabilities and governance systems, and considers that urban planning, construction, and management are key to adapting and leading urban governance capabilities. Therefore, aiming at the current problems of urban governance, this paper proposes a modern urban governance system that establishes the ＂planning constraint mechanism, construction support mechanism, and management guidance mechanism.＂ Based on this, this paper further elaborates the practical path of urban governance modernization.
