随着中国从一个地区大国逐渐崛起为世界大国,中国的海外利益不断扩张。而布建合理的海外力量正是维护中国的海外利益,实现和平崛起的重要保证。纵览历史上全球性大国布建海外力量的经验,英国遵循了服膺殖民地需求的思路,苏联采取了意识形态挂帅加军事、政治主导的模式,美国则实施了政治、经济、文化等多元合一的手段。从结果上看,这些大国固然通过布建海外力量在历史上显赫一时,但它们也留下了惨痛的教训和沉重的遗产。在新的时代条件和国际环境下,中国应在批判性地借鉴英、苏、美模式的基础上,发挥综合优势,立足国内需求,防止霸权思想,以软实力为先锋,使海外力量的布建既能为保护我国海外利益发挥应有的作用,又能为世界的和平稳定注入一支正能量。

With the peaceful rise of China from a regional power to a world power, China＇s o- verseas interests are expanding. It is an important guarantee for China to maintain its overseas in- terests and realize peaceful rise by deploying relative overseas powers. With a overview of the ex- periences of world powers in the history, in the field of the deployment of overseas powers, the Great Britain tried to meet the demands of its colonials, the Soviet Union was lost in ideological divisions and restricted to political and military means, and the United States adopted a compre- hensive measure by combining politics, economics and culture. Although these powers, by deplo- ying overseas powers, once enjoyed high reputation, they also left grievous lessons and negative influences. Under the new era and the international environment, China should draw lessons from historic world powers and deploy its overseas powers by making use of comprehensive ad- vantages, basing on domestic demand, preventing hegemony mentality and relying on soft pow- ers, which can ensure that the deployment Chinese overseas powers will contribute to safeguard- ing overseas interests and world peace.
