区域经济差异视角下政府环境责任的国际比较

International Comparison of Governmental Environmental Responsibility from the Perspective of Regional Economic Disparity

区域经济差异和实现绿色发展是经济发展中普遍存在的两个问题,一直为学界所关注。随着绿色发展战略的逐步推进,生态文明建设被提高到更高的战略高度,强化政府环境责任刻不容缓。而不同发展水平地区对环境恶化造成的影响不同,不同发展水平地区承受环境恶化的影响也不同。如何在存在区域经济差异的前提下,构建有效的环境政策机制,发挥政府的环境责任,是当今时期具有现实意义的研究内容。通过对发达国家区域差异化环境责任进行比对,进而选取国内经济发展水平不同的江苏省和甘肃省,比较两个省份在环境保护方面的政策措施,分析政府履行环境责任存在的问题,并借鉴国外经验,提出适应区域经济差异的政府环境责任对策建议。

The two common problems of regional economic differences and green development have attracted the attention of the academic circle, and research concerning how to build effective environmental policy mechanism and play the government＇s environmental responsibility under the premise of regional economic differences is of practical significance in the current period. This paper takes two provinces, Jiangsu and Gansu, as representing two different levels of economic development and analyzes the efforts in environmental protection made by gov- ernments of two types. It compares the economic inputs and relevant legal policies and analyzes the environmental responsibility and the existing problems. Drawing on the experiences of developed countries in the coordination of regional economic differences in environmental responsibility, it proposes some countermeasures for the government to better fulfill its environmental responsibility.
