摘要
广东林业历经多年努力,到了提质增效阶段,但受制于经营意识薄弱、技术装备落后、资金投入不足等因素,全省森林资源质量效益不高,森林产品供给、生态文化服务、生态保护调节、生态系统支撑等能力不够强大,不能充分、平衡地满足人民日益增长的美好生活需要,必须以"创新、协调、绿色、开放、共享"的发展理念为引领,坚持依法治林、生态立林、改革强林、创新兴林、经营富林,实行两类林管理和三类林经营并举,由单一目标向多重目标转变,由注重森林数量向质与量并重转变,由重两头轻中间向全周期经营转变,由简单粗放向精准多样转变,由传统技术向现代技术转变,由人力为主向装备化信息化自动化转变,由单一渠道投入向多元化投入转变,全面加强森林经营,精准提升广东森林质量效益。
After years of hard working, forestry in Guangdong has reached the stage of upgrading quality and enhancing efficiency. However, due to weak management awareness, backward technology and equipment, inadequate capital investment and so on, the quality of forest resources is not high, the capacity of forest products, ecological and cultural services, ecological protection and regulation, and ecosystem support are not strong enough to meet people's growing needs for a better life. In order to improve the forest qualities in Guangdong, "Innovation, Coordination, Greenness, Openness and Sharing" must be taken as guidelines, and some measurements could be done, including managing forests according to law, establishing ecological forests, reforming to strong forestry, innovating and revitalizing of forests, managing the prosperous forests, developing two types of forest management and three types of forest operation simultaneously. At the same time, goals of forest management must be changed from single to multiple, focus of forest management must be paid attention from quantity to both quality and quantity, and management periods must be included the full cycle. Forest management must be changed from simple to extensive to precision and diversity, from traditional technology to modem technology, from humanoriented to the automation of equipment and information, from traditional technology to modem technology, from a single channel into a diversified investment.
