摘要 从不同的视角看,对政党协商可以有不同的理解。可以理解为一种政治制度、一种民主形式和一种价值工具。政党协商除了具备政治协商的一般特征外,还具有自身的独特性特征。政党协商的价值主要体现在巩固中国共产党的执政地位,实现决策的科学合理,维护社会稳定繁荣,规范约束权力,整合人民群众的力量。当前,中国政党协商的发展仍然面临不少的挑战。要推进政党协商的进一步发展,就必须促进政党协商发展的制度化、规范化和程序化,帮助各民主党派切实提高政党协商主体的协商能力。
