全面开放新格局下自由贸易港建设的目标模式

The Target Mode of China's Free Trade Port under the Background of the New Pattern of All-around Opening Up Construction

以"投资、贸易和服务一体化"为内容的国际经贸新规则,对我国全面开放格局的构建提出了新要求。现有特殊经济区作为开放的制度平台,已不能满足我国构建全面开放新格局的制度创新需求,因而需要自由贸易港的制度设计作为引领我国深层次开放的新平台。我国自由贸易港建设应在借鉴国际通行经验的基础上,从构建全面开放新格局的总体框架出发,形成既有国际高标准的开放度,又兼顾辐射国内市场双重目标导向的制度设计,最终促进国内产业结构升级和我国在全球价值链中的地位跃升。

The existing special economic zones as the open institutional platforms can no longer meet the institutional innovation needs of China to build a new pattern of opening up. Therefore,the free trade port system design is needed as a new platform to lead China' s deep-level openness. The construction of China' s free trade ports should be based on the international experience and the overall framew ork of building a new pattern of all-around opening up to form an institutional design,w hich both meets the international standards of opening up and takes into account the effects of linkage and radiation to the domestic market. Ultimately,it w ill promote the upgrading of domestic industrial structure and China' s status in the global value chain.
