Standards and Guidelines for Quality Assurance in the European Higher Education Area:Development and Enlightenment

欧洲高等教育质量保障标准由ENQA及其他"E4集团"成员共同制定,以便在博洛尼亚进程中保障欧洲高等教育质量。该标准由内部质量保障标准、外部质量保障标准和质量保障机构标准三部分组成,三者相辅相成,共同构成了欧洲高等教育区质量保障活动的基石。通过分析欧洲高等教育区质量保障标准的发展历程和内容理念,建议我国的高等教育质量保障工作应充分尊重高等教育的多样性,统筹内外部质量保障活动、保持问责与改进之间的平衡,增强质量保障机构的独立性。

Standards and Guidelines for Quality Assurance in the European Higher Education Area are quality assurance standards developed by ENQA and other members of the ＂E4 Group＂ to ensure the quality of European higher education. The standard consists of internal quality assurance standards, external quality assurance standards and quality assurance agencies standards. These three parts complement each other and provide a universal guideline for quality assurance in European higher education. By analying the development history and content of it, China＇s higher education quality assurance activities should respect the diversity of higher education, co-ordinate the internal quality assurance and external quality assurance, and maintain the balance between accountability and improvement, enhance the independence.
