东盟职业技术教育区域化发展:基于FOPA模型的分析

Regionalization of Technical and Vocational Education and Training in ASEAN Countries: An Analysis based on FOPA Model

为推进东盟共同体建设、应对劳动力市场危机、促进职业技术教育国际化,东盟正在积极推进教育的区域化发展,职业技术教育的区域化发展是其重要组成部分。以教育区域化发展的FOPA模型为分析框架,从功能路径、组织路径以及政治路径三个方面对东盟职业技术教育区域化发展进行了研究。研究发现,东盟职业技术教育区域化发展呈现出三大路径三管齐下、多元主体协同推进、非强制性的"东盟方式"全面引领区域化发展的特点。"一带一路"倡议背景下,我国可以从加强与东盟以及东南亚教育部长组织的对话,深化与东盟重要职业技术教育组织的合作,实现我国职业资格与东盟职业资格的互认等几个方面深化与东盟在职业技术教育领域的合作。

Under the background of ASEAN community construction,labor market crisis and the internationalization of technical and vocational education and training,ASEAN is actively promoting the regionalization of education,of which regionalization of TVET is an important part.This article uses Functional,Organizational and Political Approach Model as an analytical framework to study regionalization of TVET in ASEAN countries.The study shows that three-prong approach,multi-subject participation and ASEAN Way of cooperation in TVET are three main characteristics of the regionalization process in ASEAN district.Under the background of the Belt and Road initiative,China should deepen its cooperation with the ASEAN countries in TVET through enhancing dialogue with SEAMEO and ASEAN,deepening cooperation with ASEAN’s major TVET organizations and achieving the mutual vocational qualifications certification between China and ASEAN.
