我国正开展多种模式的水权交易研究探索与试点,而水权价格尚未形成规范的市场机制。梳理我国水权交易价格改革的政策导向,分析交易模式的不同对水权价格形成的影响,针对我国当前水权交易的主要模式,提出＂成本＋协商＂的区域水权价格形成机制,＂成本＋竞价＂的取水权价格形成机制以及＂集市型＂灌溉用水户水权价格形成机制。并建议进一步加强市场在水权价格形成中的决定性作用,以及更好地发挥政府监督管理职能,积极依托水权交易平台,保障水权持有者的财产性收益。从而活跃水权交易市场,提高水资源配置的社会福利效应。

In view of the current main modes of water rights transactions in China, this paper proposes the formation mechanism of ＂cost ＋ negotiation＂ regional water rights prices, ＂Cost ＋ bidding ＂ of the water rights price formation mechanism. It also suggested that the market should further strengthen the decisive role of the market in the formation of water rights prices, give better play to the functions of government supervision and management, and actively rely on the water rights trading platform to protect the property rights of water rights holders. Thus active in water rights trading market, improve the social welfare effects of water resources allocation.
