From Inclusion to High Quality: New Progress and Implications of Japan's Higher Education for Persons with Disabilities

摘要 日本残疾人高等教育在多重推力下完成了从全纳到高质量的转变,并通过为残疾人提供经济支援、入学选拔支援、学习支援、就职支援等一系列综合措施,其效果显著、特色鲜明。借鉴日本开展残疾人高等教育的有益经验,我国应加快完善法律规章制度、拓展多渠道资金来源和推行优惠性高职院校政策等来构建起科学合理的残疾人高等教育服务体系,切实保障残疾人接受高层次教育的需求与权利。 Under the multiple thrusts, Japan' s higher education for persons with dis- abilities completed its transformation from all-inclusive to high-quality education.Through a series of comprehensive measures such as economic support for persons with disabilities, enrollment selection support, learning support, employment support, etc., considerable ef- fects and characteristics have been produced.Drawing on the beneficial experiences of Ja- pan in carrying out higher education for persons with disabilities, China should speed up the improvement of laws and regulations, expand the sources of multi-channel funding and promote preferential vocational college policies to build a scientific and reasonable higher education service system for persons with disabilities and effectively guarantee persons with disabilities accept the needs and rights of higher education.
