摘要
中立性原则是自由主义理论的重要构成部分。中立性原则提出的缘由在于自由主义理论对于公私领域的界分,从而将现代社会个体的多元差异置于私人领域,国家对于个体关于善观念的合理分歧保持中立。这一原则在防止国家权力对公民自由侵蚀的同时,因其忽视或否认国家自主性,从而在反对国家实施公民教育议题上和部分批判教育学者达成了共识。基于此,自由主义需要澄清中立性原则的内涵,并确认国家自主性和教育自主性,从而使其走出国家实施公民教育议题的困境,实现公民教育与国家建构的良性互动。
The principle of neutrality is an important part of the liberal theory.The Lib- eralists emphasize the principle of neutrality because that they divide the public and pri- vate spheres, thus placing individual differences in modern society in the private sphere. The state should maintain neutrality over the individual differences in the concept of good- ism needs to clarify the connotation of the principle of neutrality, and confirm the state au- tonomy and the educational autonomy, so as to enable it to step out of the predicament of im- plementing citizenship education and achieve a positive interaction between citizenship ed- ucation and state building.
