摘要
政府向社会力量购买公共服务,以激活社会力量参与职业教育办学活力,实现校企深度融合是现代职业教育体系建设探索路径之一。2004年昆士兰州政府倡导实施的校企对接计划是澳大利亚面对全球知识经济背景下技能短缺危机,打破传统校企合作模式的创新举措。通过对校企对接计划的产生背景、框架、制度安排、原则及成效与问题等的分析发现,推动我国职业教育公私伙伴关系确立,解决我国职业教育校企合作体制机制问题需要从观念、利益机制、政府治理模式、保障机制等多方面入手。
The government pays social forces for public services to activate the social forces to participate in vocation education school-running, and then realize the integration between school and industry, which is an exploration for building modem vocational educa- tion system.The Gateway to Industry School Program which initiated by Queensland govern- ment in 2004 was an innovative measure to break the barriers of traditional school-enter- prise cooperation model for facing the knowledge economic challenge of skill shortage in Australia.It can offer some good experiences for the establishment of Public-Private Part- nerships in vocational education and solving some problems of mechanism of school-enter- prise cooperation through analyzing the background, framework, institutional arrangements, principles, outcomes and problems of GIS program.
