社会保障是一个随着经济社会发展以及人民对美好生活需要不断调整的动态过程。新时代依据底线公平建设中国特色社会保障事业是整合多样化社会保障模式、厘清社会保障责任、规范社会保障待遇、促进社会保障可持续发展的需要。底线公平是"底线"与"公平"的结合,底线公平的社会保障责任及待遇不是无限的而是有限的,支出不是简单地与经济增长划等号,而是直接与人民群众基本的生活需求相挂钩。因此,底线公平作为新时代多层次社会保障体系的价值基础实现了对西方社会保障价值理念的超越,它是对差等公平及差序公平的扬弃,是马克思公平观在新时代中国的发展,构成了全民覆盖的保证以及持续发展的动力。

Social security is a dynamic process which constantly adjusts to economic and social development and peo- ple＇ s aspirations for a better life. In the new era, based on the principle of bottom-line fairness, to provide social security with Chinese characteristics is to integrate diversified social security models, to clarify social security responsibilities, to regulate social security benefits, and to promote sustainable development of social security. Bottom-line fairness comprises ＂bottom line＂ and ＂fairness＂. The bottom-line fair social security responsibility and treatment are not infinite but limited, and social security expenditure is not simply equal to economic growth, but directly linked to the people＇s basic living needs. Therefore, it is the value foundation of the multi-level social security system in the new era. It transcends the Western value concept of social security. It rejects inferior quality and order-based equity and constitutes a development of Marx＇ s concept of fairness in the new era, assuring universal coverage and sustaining development.
