东营市绿色转型评价研究

THE STUDY ON GREEN TRANSFORMATION EVALUATION OF DONGYING CITY

绿色转型发展是我国经济新常态下,区域经济发展面临的重要议题.资源型城市以资源开发利用为支撑,在长期粗放型发展模式下所形成的经济体系给区域资源环境带来巨大压力,其绿色转型发展更加迫切.本研究根据人地关系协调理论,借鉴已有研究成果,从绿色经济、绿色社会发展、绿色生态三个层面构建了绿色转型的评价指标体系,运用综合得分法对东营市2006-2015年绿色转型的态势进行了综合评价与分析.研究表明东营市绿色转型综合水平在波动中整体提升较为显著,具有明显的阶段性特征,经济结构优化是推动绿色经济发展的主要动力,环境质量是制约其绿色生态进一步改善的主要因素.

Green transformation and development is an important issue faced in the development of regional economy under the new normal economy of our country. Resource-based cities are supported by the exploitation and utilization of resources.The mode of economic system formed in the long-term extensive development brings great pressure to the regional resource environment, and the development of green transformation is more urgent. Accord- ing to the theory of coordination between man and land, based on existing research results, the evaluation index system of green transformation was built from the three aspects of green economy, green social development and ec- ological environment, and the trend of green transformation of 2006-2015 in Dongying city was analyzed using the comprehensive score. The results show that the comprehensive level of green transformation in Dongying city is fluc- tuation in overall and has asignificant improvement. It has obvious stage characteristics, and the optimization of eco- nomic structure is the main driving force to promote the development of green economy. However, environmental quality is the main factor to limit the further improvement of ecological environment.
