摘要
国内外钻井行业均为买卖双边寡头垄断市场,交易方式以联盟和关联交易为主。国内现有钻井管理体制机制中存在信息不能有效利用、资源配置不够合理、激励措施不够相容3个突出问题。提出建立以油气区事业部为核心的高效管理体制和"先优化后实施、先算账后开工"的一体化高效运行机制,体现在7个环节:1)确定年度钻井总体需求;2)优化设计标准井工程量;3)优化施工队伍资源配置;4)优化确定钻井计价标准;5)优化制订总体生产部署;6)签订年度总承包合同;7)优化实施年度钻井计划。预期实施后将显著提高生产效率,大幅降低钻井成本,从而提升集团公司整体效益。
The paper shows that both domestic and foreign drilling industry are trading bilateral oligopoly market by alliances and related transactions. In the case study, there are such three outstanding problems in the existing drilling management system mechanism in China as ineffective information utilization, unreasonable resources allocation and incompatible incentive measures. It proposes an efficient management system based on the oil and gas areas division as the core, and the integrated and efficient operation mechanism of "first optimized and then put into operation", such as 1) determining the overall drilling requirements for the year; 2) optimizing design standard well engineering quantity; 3) optimizing the resource allocation of the construction team; 4) optimizing the drilling valuation standard; 5) optimizing the development of overall production deployment; 6) signing the annual general contracts; 7) optimizing the implementation of annual drilling plan. The expected implementation will significantly improve the production efficiency, significantly reduce the drilling cost, and thus improving the overall efficiency of the group corporation.
