摘要
以固定资源分配的DEA方法为基础,对模型进行修正,提出了一种基于DEA效率评价和历史碳排放水平的资源分配方法。基于我国2030年承诺减排目标为决策导向,然后以全国平均效率最大化为目标,得出总量控制下我国30个省份的碳排放配额分配方案。结果表明:吉林、上海等15个省份应率先实现碳排放峰值,其2030年排放水平与2014年相当;要实现全国范围内平均效率最大化,需要将多数配额集中分配到少数省份。
This paper proposes a resource allocation method considering DEA efficiency and historical data based on the improved DEA methodology for Fixed Cost Allocation Model. Then it calculates the carbon emission quota allocation scheme for 30 provinces of china with the goal of maximizing the national average efficiency when considering the Chinese commitment of carbon emission reduction in 2030, Results show that Jilin, Shanghai and other 15 provinces should be the first to achieve the peak of carbon emission, their target emissions in 2030 are comparable to that of 2014. In order to achieve the maximization of the national average efficiency, it needs to allocate more quotas to relatively few provinces.
