基于县级植物检疫机构工作的思考

Thoughts of the work of plant quarantine agencies at county level

为改进国内植物检疫工作现状,回顾总结了30多年基层植物检疫工作经验,并参考相关文献资料,分析了我国植物检疫工作存在法律法规滞后、"三检分离"、机构不规范、检疫业务交叉、队伍不稳定、技术落后等问题。提出了要从国家生物安全的高度,树立植物检疫整体观,加快植物检疫立法,规范植物检疫机构,增加植物检疫经费投入,"智慧植检",建立完善"二检合一"的全国植物检疫信息管理平台,加快有害生物快速检测技术的普及推广等建议,共同构筑防御外来有害生物入侵的绿色壁垒,保护农业生态安全。

In order to improve the current situation of domestic plant quarantine,this paper reviewed and summarized over 30 years of grassroots work experience in plant quarantine. Referring to the related literature,some problems in the plant quarantine work,such as the backward laws and regulations, ＂seperation of three quarantine departments＂,non-standard organizations,overlapping functions,unstable team,and lag in technology,were analyzed. From the perspective of national bio-safety,it was proposed that the whole view of plant quarantine should be set up,the legislation of plant quarantine should be quickened,the plant quarantine institutions should be standardized,the budget on plant quarantine should be increased,the ＂Intelligent Plant Quarantine＂ should be applied,the information management platform of national plant quarantine with ＂two bureaus in one＂ should be established and improved,and the popularization and promotion of rapid detection of pests should be accelerated. Green barriers against exotic pest invasion shall be built so as to protect the ecological security in agriculture.
