Challenges and Solutions to Medium and Long-term Regional Development Programme in China

我国地方经济社会中长期发展规划在编制、执行的全程中面临着规划价值导向、目标设定、功能定位、管理跨度、综合统筹等方面的失衡与冲突问题。这些问题的相互叠加削弱了其对地方可持续发展的指导性与约束力。因此,有必要从地方实际出发,探索解决规划全程中的关键问题,更好地实现地方中长期发展规划在落实上级意图、凝聚社会共识、科学指导发展中的应有作用。

There exist the problems of unbalance and conflict in terms of value orientation,goal setting,functional localization,management span and comprehensive coordination in the drawing up and enforcement of medium and long-term regional social-economic development programme. These problems overlap with each other,which has undermined its guidance and constraint for the sustainable regional development. It is,therefore,urgent to apply local knowledge to tackle strategic issues through the planning process,thereby better implementing central policies,building social consensus,and finally facilitating development.
