我国商业车险改革评析 被引量:7

An Analysis on China's Commercial Auto Insurance Reform

摘要 本文基于2016年7~8月对11家保险公司的实地走访、2016年底收回的23939份消费者调查问卷以及中保信的平台数据,对2015年6月底开始试点的商业车险改革进行了阶段性评价研究。研究结果表明,此次商业车险改革在"市场效率提升"、"消费者权益提升"、"险企定价和服务能力提升"以及"车险服务改善"等方面取得了显著成效。同时,研究也发现商业车险改革还存在"现行销售渠道不符合消费者意愿"、"赔付率与费用率一升一降"等尚待解决的问题,并进一步分析了深化商业车险改革面临的挑战,对下一步继续深化商业车险改革提出了建议。 Based on the result of field visits of 11 insurance companies in July and August in 2016,23939 questionnaires of auto insurance consumers received by the end of 2016 and the data from the CIITC platform,this paper conducted a periodic evaluation research on China' s commercial auto insurance reform commenced from the end of June in 2015. The research results showed that this reform made significant achievements in promoting market efficiency, improving consumers' rights and interests, enhancing insurance companies' pricing and service capability and upgrading auto insurance service. Meanwhile, our study also found that commercial auto insurance reform still had several unsolved problems. For example, the sales channels did not meet consumer expectation, and loss ratio increased but expense ratio dropped. We further analyzed the challenges facing the commercial auto insurance reform. Finally, we put forward some suggestions for further deepening of the commercial auto insurance reform.
