西藏地区学前教育发展路径选择的困境与出路 被引量:2

摘要 西藏自治区政府在选择学前教育发展路径、推动学前教育发展进程时,面临着学前教育投入是政府全部承担还是市场参与、师资队伍是追求稳定还是优胜劣汰、学前教育质量是共同推进还是特色先行、幼儿园布局是农村遍地开花还是城市重点集中等困境。造成这种困境的原因是西藏的学前教育存在幼教师资力量薄弱且配置不均、幼儿教师培训形式化、教育期望与幼儿发展理念有冲突、学前教育发展机制不完善等问题,需要从保障幼儿受教育权利、转变政府管理思路、严控幼师入职标准、设置保教质量底线四个方面寻找问题解决的出路。 The local government of Tibet is confronted with the dilemma in choosing a proper development path forpreschool education of Tibet, being wondering whether the government should be in full charge of preschool edu-cation, or invite market participation, whether the team of teachers should be stable with little personnel changes,or select the superior and eliminate the inferior, whether the quality of preschool education should be improvedgenerally, or improve the ones with specific characteristics first, and whether the kindergartens should be estab-lished in every remote areas, or concentrated in urban areas, and so on. The causes of this dilemma are: beinglack of teachers for preschool education of Tibet, and the preschool teacher training being ineffective, there beingconflicts between educational expectation and the concept of early childhood development, and the deficient de-velopment mechanism of preschool education, and so on. Thus, it is necessary to protect children's right to re-ceive education, to improve the government's management ideas, to raise the requirements for kindergartenteachers, and to ensure the quality of the education.
