警察初任培训是建立适应国际化、现代化需求的警察队伍的重要前提，构建新警初训的评估体系也是当前迫切而重要的一项任务。在指出警察初任培训的特殊背景下，通过查阅资料与访谈的方式，分析并了解当前警察初任培训的课程设置与考核内容，引入柯氏模型建立各项指标体系并构建其评估模型。以期能够明确评估当下警察初任培训的成效性，从而有助于在实践中改进与完善，实现警察队伍正规化建设目标，建设全面有效的警察初任培训体系。
