“十三五”时期河南省高等教育发展战略研究

Study on the Development Strategy of Higher Education in Henan Province during the “Thirteenth Five-Year Plan”

高等教育是国家培养人才、发展科技的基础与关键,其发展水平和质量决定着人才的创新能力,影响着产业升级的方向和水平。"十二五"期间,河南省高等教育规模不断扩大、教育结构进一步优化、学科实力进一步增强、高校办学条件明显改善、高等教育质量不断提升、高等教育国际化取得重要进展、高等教育公平正在有效推进。基于这一系列阶段性成就,面对"十三五"时期的发展机遇,本着强省必先强教育的原则,河南省应积极实施高校分类发展战略、高等教育内涵发展战略、人才优先发展战略、高校特色发展战略、教学质量提升战略、高水平大学发展战略和高等教育国际化战略。

Higher education is the basis and key for the country to cultivate talents and develop science and technology. Its level of development and quality determine the innovative ability of talents and influence the direction and level of industrial upgrading. During the ＂ 12th Five-Year Plan＂ period, the scale of higher education in Henan Province has been continuously expanded; the structure of education has been further optimized; the strength of disciplines has been further enhanced ; the conditions for running colleges and universities have been facilitated ; the quality of higher education has been continuously improved ; the internationalization of higher education has made significant progress. Based on this series of phased achievements and facing the opportunities of development in the ＂＇ 13th Five-Year Plan＂ period, in line with the principle of strengthening education ahead in strengthening provinces, Henan Province should actively implement strategies as follows：the strategy of classification development in Colleges and Universities, the strategy of higher education connotation development strategy, talent priority development strategy, university characteristic development strategy, teaching quality promotion strategy, high level university development strategy, and higher education internationalization strategy.
