深圳社会福利发展成效及其比较研究

A Comparative Study on the Development of Social Welfare in Shenzhen

近年来深圳社会福利发展驶入快车道,表现为福利开支激增化、福利覆盖普及化、福利标准动态化、福利项目多样化、福利供给多元化。但是,深圳社会福利与其经济发展水平明显不匹配,关键福利指标值低于广州、北京和上海,更滞后于香港。随着经济的飞速发展,深圳已具备了＂福利起飞＂的条件,需进一步＂增支、扩面、提标＂,着力提高福利标准、覆盖面、基本保障能力,解决经济发展和社会民生＂一条腿长、一条腿短＂的问题。

Based on analysis of welfare indicators,the paper reviewed recent development of social welfare in Shenzhen and compared the main welfare indicators of Shenzhen,Guangzhou,Beijing,Shanghai and Hong Kong.It was indicated that Shenzhen＇s welfare expenditures and welfare coverage obviously lagged behind the four other cities and its welfare level was still very low compared with the fast-growing economy. It was very nec-essary for the city to expand social safety nets and build moderate universal welfare system to achieve sus-tainable economic and social development.
