摘要
基于创新驱动发展内涵的理解,建立基于创新主体、创新要素、创新驱动、创新发展的评价模型,结合青岛的特点,构建青岛创新驱动发展评价指标体系,并对2011-2015年青岛创新驱动发展指数进行实证测算,评价青岛五年创新驱动发展成绩,分析创新驱动发展存在的问题,提出对策建议。
Based on the connotation of innovation-driven development, an evaluation model has been built based on innovation subject, innovation factor, innovation drive, innovation development. Then an evaluation index system has been constructed, and calculated the index of Qingdao innovation-driven development in 2011-2015, analyzed the problems in the five years, and proposed targeted suggestions.
