内蒙古自治区不同类型居民个人医疗经济负担研究:基于灰色系统理论

Study on the Individual Medical Economic Burden of Different Types of Residents in Inner Mongolia Autonomous Region: Based on Grey System Theory

目的:研究内蒙古自治区不同类型居民个人医疗经济负担的现状与变化趋势,找寻内蒙古自治区不同类型居民个人医疗经济负担过高的影响因素,并进一步研究居民个人医疗经济负担与消费性支出的关系。方法:离散GM(1,1)模型(DGM)、灰色绝对关联度、灰色相对关联度以及灰色综合关联度。资料来源于2007—2015年内蒙古自治区卫生计生委数据、"中国统计年鉴"等。结果:(1)内蒙古居民个人医疗经济负担较之全国平均水平相对较高,并保持持续增长的状态。(2)内蒙古居民个人医疗经济负担与经济发展(人均GDP)、政府的相关支出(医疗保障支出、卫生支出)关联度较高。(3)医疗保险覆盖率、药品价格指数两项指标是居民个人医疗经济负担的重要影响因素。(4)内蒙古居民个人医疗经济负担与年消费性支出之间存在着强关联的关系。结论:大力发展经济、加大政府投入、加速政策推进与落实、关注城乡居民个人医疗经济负担的不均等。

Objective： To study the status and trend of different types residents of personal medical economic burden of the Inner Mongolia Autonomous Region, looking for the impact factors of growing medical economic burden of different types of residents in the Inner Mongolia Autonomous Region, and further study the relationship betweeu individual resident medical economic borden and consumption. Methods： discrete GM （1,1） model （DGM）, grey at）solute correlation model, grey relative correlation model and grey comprehensive correlation model. Data came from the Inner Mongolia Autonomous Region Municipal Commission of Heahh and Family Planning between 2007-2013, China Statistical Yearbook and so on. Results： （1） The individual medical economic burden of the residents in the Inner Mongolia Autonomous Region were relatively higher than the average level in China, and maintained rapid growth, especially for rural residents. （2） The individual medical economic burden of the Inner Mongolia Autonomous Region residents was related to economic development（per capita GDP） and government related expenditure （medical insurance expenditure and health expenditure）. （3） The indicators of medical insurance coverage and drug price index were also important factors affecting the individual medical economic burden. （4） There was strong association of relative correlation between the individual medical economic burden of the Inner Mongolia Autonomous Region residents and annual consumption expenditure was very high. Conclusion： It needed to vigorously develop the economy, increase government investment, speed up policy implementation, and pay attention to the unequal economic burden of medical treatment for urban and rural residents.
