跨合区利用原产地规则承接东部加工制造业转移研究——以中国磨憨-老挝磨丁经合区为例

A Study on Utilizing Rules of Origin to Attract Processing Industrial Transfer from East China by Cross-border Economic Zones——Taking China-Laos Cross Border Economic Zone as an Example

中国磨憨-老挝磨丁跨境经济合作区是"一带一路"中老经济走廊和云南面向南亚东南亚辐射中心建设的重要内容。老挝是全球最不发达国家之一,跨境经合区的加工制造业可使用老挝原产地规则,规避反倾销和享受多个国家给予的优惠待遇。识别并引入东部地区遭遇反倾销并具有转移趋势的加工制造业,分析经合区产业承接的约束条件和相应策略,是充分利用经合区政策优势和区位优势,推动经合区建设、发挥区域辐射作用的关键。

China - Lao Mohan -Boten Cross Border Economic Cooperation Zone （ECZ） plays a significant part in the construc- tion of ＂Belt and Road＂, China -Laos Economic Corridor and the Radiation Center of Yunnan to South and Southeast Asia. Since Lao PDR is one of the Least Developed Countries, processing industries in the ECZ can utilize rules of origin to avoid anti - dumping and enjoy favorite treatments from many countries. To attract processing industries suffering from trade barriers such as anti - dumping to the ECZ and identify conditions and strategies for successful industrial matching between ECZ and the east- ern area of China is a key step in utilizing policy and location advantages of the ECZ, prompting the construction of the ECZ, and functioning regional radiation roles.
