Study of Accelerating the Development of Rural Pension Services——Taking Yunnan Province for Example

运用指示优先级的程式化方法,针对农村养老服务发展滞后的问题展开深入研究,通过对所收集到的数据进行识别、集成与分析,得到群体决策方案及优先级为:建设农村养老服务信息化平台,提高资源供给能力;提升农村养老服务业的服务水平和社会资本参与度;完善农村养老服务监管评估体系、培养相关专业人才。

With the deepening of population aging, the contradiction of population structure is becoming more and more promi- nent, and the demand for pension services is changing constantly. Especially in rural area where the social economic develop- ment level is not sufficient, the establishment of social endowment service system is still in the exploratory stage, and there is a big gap between the pension service scale and the market demand. Therefore, scientifically researching and objectively analyzing the factors affecting the development of rural pension services are important for pension services＇ development strategies, and the research has important practical significance. Based on the theory of Nomology, this paper makes an analysis of the problem of the lagging development of rural old - age services, using the Priority - Pointing Procedure to identify, integrate and analyze of the collected data. The alternatives and their priority are obtained： （1）Building an information platform for rural pension services and improving the capacity of resources supply; （2）Improving the service level and social capital participation of rural pension services; （3）Perfecting the supervision and assessment system for rural pension services and training relevant professionals.
