从“碎片化”到“协同化”——共建共治共享社区治理可行性探索

From “Fragmentation” to “Collaboration”: On the Feasibility of Community Governance Based on Collaboration, Participation and Common Interests

习近平总书记在党的十九大报告中提出,要"打造共建共治共享的社会治理格局",为加强和创新社会治理提供了科学指引。社区是国家治理的基本单元。自20世纪90年代至今,我国社区治理取得显著成绩,同时也存在社区分工界限分明、社会组织运行不可持续、社区精英与居民骨干参与不足、社区企业各自为政等治理的过度碎片化问题。推进构建共建共治共享的社区治理,基本前提是打破主体参与的纵向和横向双向壁垒,打通社区两委、社会组织、物业公司、业委会和企业组织等主体间的合作通道,形成社区治理运行的协同化、多元化联动机制。

In his report to the Party＇s 19th National Congress, General Secretary Xi Jinping put forward the goal of ＂establishing a social governance model based on collaboration, participation and common interests＂ , which sets a guidance for strengthening and exploring new ways for social governance. Communities are the basic units for state governance. Remarkable headway has been made in community governance in China since 1990s, yet excessive fragmentation is a problem yet to be solved, such as distinct division of labor in the community, unsustainable operation of social organizations, inadequate participation of the elites and backbone residents, community enterprises running on their own, etc. The basic premise for achieving community governance based on collaboration, participation and common interests is to break the vertical and horizontal barriers for the principal participants, open up the cooperation channels for the principal participants including the two committees of the community, social organizations, property companies, property owners＇ committees, and community businesses, so as to form coordinated and diversified linkage mechanisms for community governance.
