Officials Must Enhance Their Ability for Reform and Innovation

创新是引领发展的第一动力,是建设中国特色社会主义的战略支撑,是领导干部必须具备的重要执政本领。新时代的领导干部必须增强改革创新本领。在改革创新上有认识,革除思想观念上的障碍;有方法,改革创新不仅要部署"过河"任务,而且必须解决"桥"或"船"的问题;有行动,善于结合实际创造性地推动工作;有担当,一把手必须亲力亲为抓改革创新;有质量,重点要将改革创新成果转化为制度成果,让人民群众有更多获得感。

Innovation is the primary driving force for development, the strategic underpinning for building socialism with Chinese characteristics and an essential ability of governance for every official. Officials in the new era must enhance their ability in reform and innovation. They should be good thinkers, pursuing new thinking and removing the barriers in mind; they should be resourceful practitioners, not only giving orders and assigning tasks, but also having the means to the ends; they should be competent reformers and pioneers, working creatively in light of actual conditions; they should have a strong sense of responsibility, heads of Party committees and governments at each level assuming the responsibility for reform and innovation; they should be quality players, focusing on translating the results of reform and innovation into institutional achievements to see that the public have a greater sense of fulfillment.
