摘要 冷战后,东南亚地区地缘政治关系日趋复杂,中缅边境地区安全局势变得扑朔迷离。以国家总体安全观为视域对21世纪以来中缅边境地区跨境教育实施情况予以审视,其存有的教育主体流向随意、教育体系不全等安全隐患不容忽视。中缅边境地区跨境教育呈现的"游离"之态,与中缅边境地区跨境教育发生的地域历史、主体特点、地缘关系密切相关。中缅边境地区跨境教育作为"民心相通"工程重要措施,须贯彻陆地边疆软治理理念,构建教育主体流向监管体系;发掘跨境民族认同正向价值,构建"教育共同体"认知基础;着力文化软实力建设、系统推进教育体系发展。 After the cold war,the geopolitical connections in Southeast Asia is becoming increasingly complex whereas at the China-Myanmar border region,where the security appears to be a cliff-hanger.Seen from a view of the cross-border educational implementation,such lurking perils should given due attention to such security specific problems as the educational subjects' shift to randomness and the incomplete educational system.In a "drifting"state,the China-Myanmar cross-border education is associated with local key measures for "heart-to-heart"projects. Therefore,a borderland soft governance shall be conceptualized and conducted to convert the current educational subjects into a supervised system for the subjects;the positive values of the cross-border ethnic identity explored;the cognitive foundation of "educational community"taken shape;and the cultural soft strength building and the foster of the educational system development carried out.Only by this,can the national security be enhanced with the educational security.
