为加快和规范城市电网建设工程有序推进,减轻建设过程中办理各种行政许可手续的难度和阻力,解决城市人群密集地区电网建设环境恶劣、逢工必阻的现象,供电企业一方面迫切需要加强好做自身立项工作,努力提高投资项目精准性;另一方面需要协同协调各级政府、私营企业、房地产开发商共同开展相关工作,努力使政府加大对电网建设的支持力度,取得参建各方的利益平衡,共同营造良好建设氛围,形成"政府主导、企业参与、上下联动、协同推进"的电网建设环境和秩序。

In order to speed up and regulate the orderly proceeding of the urban power grid construction pro- jects, toalleviate the difficulties and resistance in going through all administrative licensing procedures in construction process and to deal with the bad environment of urban power grid construction in densely populated area, on one hand, the power supply enterprises need to strengthen the project establishment work and improve the investment pro- ject accuracy, on the other hand, it is necessary to coordinate with all levels of government , private enterprises and real estate developers to carry out related work, make the government enhance the support for the power grid con- struction, achieve the benefit balance of all the involving parties, build good construction atmosphere, forming the power grid construction environment and order of ＂government domination, enterprise＇s participation, upper and low- er level interaction and collaborative promotion＂.
