摘要 建立国家公园的目的是使保护地不受人类发展和污染的损害,提出国家公园综合评价体系,应充分考虑到国家公园评价的复杂性及各因素之间的相互影响。基于灰色聚类的定量双级指标体系,一级指标由提供保护性的自然环境价值、保护管理物种及遗传基因价值、形成地方经济价值以及促进学术研究和科普教育价值等4个方面构成,在此基础上细化出13个二级指标,建立了国家公园综合评价模型。计算出评价指标的权重,并以黑龙江汤旺河国家公园为例做了实证研究和考察,运用国家公园综合评价模型进行评价分析,得出汤旺河国家公园达到国家公园的标准,对国家公园体制试点区的构建与发展具有重要的指导意义。 The purpose of establishing a national park is to protect the land from human development and pollution. When proposing a comprehensive evaluation system for national parks, the complexity of the national park evaluation and the interaction among various factors should be fully taken into account. Based on the grey clustering quantitative two-level index system, the first-level index was provided by the protective natural environment value, protection of managed species and genetic values, forming local economic values as well as promoting the value of academic research and popular science education, 13 secondary indicators were refined, and a comprehensive evaluation model for national parks was established. The weight of the evaluation index was calculated. Taking Tangwanghe National Park in Heilongjiang Province as an example to make empirical research and investigation.The three other national forest parks in Yichun City were compared. By using the national park comprehensive evaluation model o evaluate and analyze, it concluded that the Tongwanghe National Park met the standard of the National Park, which had important guiding significance for the development and construction of the National Park System Pilot Area.
