林业PPP项目分类以及回报机制探索

Research on the Classification of Forestry PPP Projects and Payment Mechanism

文章介绍了运用政府和社会资本合作模式推进林业建设的最新动向,简述了我国林业行业加快发展运用PPP模式的契机和意义,并阐述了PPP项目不同方式的分类,以及我国林业建设重点实施领域的分类和详细内容。对我国目前的林业行业PPP项目进行具体分类,并对各种林业具体分类PPP项目的个数以及林业PPP项目投资总金额进行分析。以湿地公园、森林公园以及林带绿化这三类具体的林业领域为例,探讨PPP项目不同的回报机制,总结不同回报机制下PPP项目的特点,归纳林业行业不同类型PPP项目对于回报机制的选择。最后提出对于林业行业深入发展运用PPP模式,回报机制的选择由政府付费向使用者付费和可行性缺口补助转化的建议。

This article introduced the latest trend of promoting the forestry construction by using the mode of Public-Private Partnerships, briefly described the opportunity and significance of accelerating the development and application of PPP mode in our country＇s forestry industry, elaborated the classification of different ways of PPP projects and the key implementation areas of China＇s forestry construction. This article classified the current PPP projects in the forestry industry in China and analyzed the number of specific PPP projects and the total amount of investment in forestry PPP projects. This paper took wetland parks, forest parks and greenbelt forestry as examples to discuss the different return mechanisms of PPP projects, summarized the characteristics of PPP projects under different reward mechanisms, and summarized the selection of reward mechanisms for different types of PPP projects in the forestry industry. At the end of this paper, the PPP model was used for the further development and application of the forestry industry. The choice of reward mechanism was recommended by the Government Payment to User Charges and Viability Gap Funding.
