新型城镇化背景下的镇村布局规划再思考——对扬州市区镇村布局规划实施效果的评价与反思

Reconsideration of Town and Village Distribution Planning under the Background of New Urbanization: Evaluation and Reflection on the Implementation Effect of Layout Planning of Towns and Villages in Yangzhou City

新型城镇化的背景下,村发展亟需适应转型升级的新常态。镇村布局规划是为解决镇村布点和建设问题、推进城乡和谐健康发展的重要规划,在新时期也面临着更多的挑战和要求。在此背景下,文章以《扬州市市区镇村布局规划》的编制为例,通过实地调研、访谈及问卷调查等方法,着重分析乡村发展特征,对其上轮镇村布局规划的实施效果进行评价和反思,总结出上轮规划难以实施的几大问题,并从政府财政压力、规划自身问题及农民观念几个角度分析了上轮规划难以实施的原因。同时梳理了已成功实施的农民集中居住区建设经验,据此提出合理科学、可操作的规划政策,以推进同类型规划的理性调整,切实指导镇村布局与城乡和谐发展。

In the context of the new type of urbanization, rural development in particular urgently needs to adapt to the new normal of transformation and upgrading. County-rural layout planning is an important planning to solve the problem of county-rural layout and construction, and to promote the healthy and harmonious development of urban and rural area. It is faced with more challenges and requirements in the new era. In this background, taken the Yangzhou county-rural layout planning as an example, through on-the-spot investigation, interview andquestionnaire survey method, we focus on analyzing the characteristic of rural development, evaluate and rethink about the effect of the layout and reflection in its last round county-rural, sum up the problems why the planning is difficult to implement, and analyses the reason of the difficulty from the government＇s financial pressure, problems of the planning itself and concept of the farmers. Also combed the successfully implementation experience of the farmer concentrated residential areas, thus putting forward reasonable, scientific and operational planning policy, to promote the rational adjustment of the same type planning, and to guide the county-rural layout and harmonious development of urban-rural area.
