论十九大报告中的“边境安全”

On the “Border Security” Mentioned in Report of 19th National Congress of CPC

习近平总书记在十九大报告第五部分贯彻新发展理念、建设现代化经济体系第四条实施区域协调发展战略中指出:"加快边疆发展,确保边疆巩固、边境安全。"因此作为国家边疆的重要组成部分的"边境安全"被高度关注。本文梳理习总书记十九大报告中有关边疆、边境的论述后,认为习总书记有关"边境安全"的论述包括四个层次的内容:第一,"坚持国家总体安全观"是"边境安全"的指导思想;第二,军民融合、内联外通是"边境安全"作用发挥的途径;第三,切实保障边疆发展、有效维护国家安全"边境安全"的目的;第四,"坚持陆海统筹,加强建设海洋强国"是"边境安全"的最终目标。

General Secretary XI Jinping in the fourth section titled Implementing Regional Coordinated Development Strategy,the Part V,titled Carrying out New Concept of Development and Build a Modern Economic System, in the report at 19 th National Congress of CPC, pointed out "Speeding up the development of the frontier and ensuring the frontier consolidation and border security".Thus, "border securnty ", an important part of the national frontier, is highly concerned. After reviewing the discourses upon borderland and border in the report at 19 th National Congress of CPC made by General Secretary XI Jinping,this paper thinks that the General Secretary's phrase on"border security" includes four meanings of different levels. First,"adhering to the overall security concept of the state" is the guiding ideology of " border security"; Second,the integration of the army and the people and the intranet and interlinking to outsiders are the ways to play the role of"border security"; Third,the purpose of ensuring the frontier development and effectively safeguarding the national security and "border security"; Fourth,"adhering to the overall planning of land and sea and strengthening the construction of a marine power" is the ultimate goal of "border security".
