公私合作模式(PPP模式)被引入到公共项目建设中来以解决政府资金短缺的问题,而在PPP项目前期,社会资本选择十分重要。而目前对PPP项目社会资本方选择的评价指标体系的研究还较少,其次,专家更加习惯用语言变量来表示评价偏好,而现有常用的评价模型无法有效的处理语言变量,最后,现有评价模型都是基于指标间的独立而构建,但在现实中指标间独立性难以满足。故从6个方面构建PPP项目社会资本选择指标体系,并在以往常用的评价模型的基础上,构建基于语言变量的PPP项目社会资本评价模型,同时通过模糊测度来处理指标独立性问题,在上述基础上构建PPP项目社会资本选择评价框架,以帮助项目的决策者更好挑选社会资本方。

The model of public and private cooperation（PPP model） has been introduced to the construction of public projects to solve the problem of the shortage of government funds. In the early stage of the PPP project, the choice of social capital is very important. At present, there are few studies on the evaluation index system for the choice of social capital in the PPP project. Secondly, the experts are more accustomed to using language variables to express the evaluation preferences, and the existing evaluation models are not effective in dealing with language variables. Finally, the existing evaluation models are based on the independence of the indicators, but in reality The independence of the index is difficult to meet. Therefore, the social capital selection index system of PPP project is constructed from six aspects, and on the basis of the common evaluation model, the social capital evaluation model of PPP project based on language variables is constructed. At the same time, the index independence problem is dealt with by fuzzy measure. On the basis of the above, the social capital selection evaluation framework of PPP project is constructed to help decision-makers better choose social capital partners
