经济发达镇行政体制改革的省域模式比较

The Comparison of Provincial Models of Administrative System Reform in Developed Towns

与以往较多关注和研究一个地方的改革实践不同,本文从横向比较维度研究典型省份的经济发达镇行政体制改革过程;通过对改革政策文本的分析,发现在试验改革机制下,各地改革的政策进程与政策维度演变各不相同,从而塑造了整体建构型的广东模式、渐进调适型的浙江模式以及重点突破型的江苏模式。同时,差异化的省域模式在不断推进的过程中形成了不少改革共识,也面临着一定的改革限度。研究认为发达镇行政体制改革是建立在一统体制下的分散性试验改革,改革路径不断在一统体制与有效治理间动态调整,从而实现了国家治理的有效性与稳定性。

Being different from the past papers that paid more attention to studying the reform of only one place, this study systematically observes and compares the reform processes of developed towns of some typical provinces from a horizontal angle. Through analyzing the reform policy texts, this study, under the policy test mechanism,finds out various policy processes and dimension evolution of the reform in different provinces,which shapes Guangdong Overall construction model, Zhejiang Gradual adjustment model and Jiangsu Core Breakthrough model. Moreover, different reform patterns have formed some consensus in the process of continuous progress,and faced the same reform limit.The study further considers that the developed town administrative reform is a decentralized experimental reform based on the unified system, and the reform path is dynamic adjusting between centralization system and effective governance, which realizes the effectiveness and stability of national governance.
