农村基层协同治理的需求匹配精准性研究

Research on the Matching Accuracy of Rural Grassroots Collaborative Governance

农村基层协同治理中多元主体行动与社会需求匹配精准性,体现在民众个体和村庄集体两个层面:前者强调多元行动主体要围绕民众多样化的需求开展协同治理实践;后者强调政府等治理主体在行动中要精准定位村庄集体需求,为村庄的简约、高效和绿色发展做好战略规划和方案设计。以多元主体在治理行动中匹配社会需求的状况为标准,农村基层协同治理的实践样态可分为行政主导的弱合作、公私合作和协作政府三种模式。这三种模式虽然各有特点,但在多元主体的治理行动匹配社会需求方面都不同程度地存在失准问题。为解决这类问题、提高治理的精准性,需要从重塑基层政府协调者角色、准确获取社会需求信息、促进弱势群体参与基层协同治理、增加社会信任存量等方面综合施策。

The accuracy of matching governance actions with social needs in rural community-based collaborative governance is reflected in two levels of the individual and the village collective. At the individual level, it emphasizes that multi-action actors should implement collaborative governance practices centered on the diverse needs of the people, while the collective level emphasizes that government and other governance entities must accurately locate the needs of village groups in their actions, and do a good job in the strategic planning of villages for simple, efficient, and green development. Taking the situation that multiple entities match social needs in governance actions, the practice of rural grassroots collaborative governance can be divided into three modes： administrative weak cooperation, public-private cooperation, and collaborative government. Although these three models have their own characteristics, they all have inconsistencies in varying degrees in the governance actions of multiple entities matching social needs. In order to improve the accuracy of governance, comprehensive measures should be taken from the perspectives of reshaping the role of grassroots government coordinators, accurately obtaining social demand information, promoting the participation of disadvantaged groups in grassroots collaborative governance, and increasing the stock of social trust.
