组织动员、资源内生和市场对接：贫困社区内源发展路径--基于云南省L中心的考察

Organizational Mobilization,Endogenous Resources and Market Docking:Endogenous Development Path of Poor Communities:An Investigation Based on L Center in Yunnan Province

贫困社区的发展援助应瞄准扶贫资源使用效率的提升和扶贫对象主体性建设。社区主导是贫困社区倡导的发展方式,但困境是在组织和政策层面忽略了社区发展的内源动力。调和不同的价值取向和功能定位,需从互斥、吸纳到共治,建立政府、市场与社会组织多赢的互动网络与机制,协同扮演扶贫攻坚的独特角色。云南省L中心的个案研究表明,"外源动力"下贫困社区实现内源发展的微观机制为:充分尊重本土文化与环境、社区组织化动员是基础也是关键;发展产业以实现资源内生、促进生计多元化是重要保障,帮助实现社区产品与市场对接、提高居民收益是后续支撑。L中心的项目实践为贫困治理、发展援助和乡村振兴之路提供了经验借鉴。

The development assistance of poor communities aims at the use efficiency of the poverty alleviation resources and the subject of poverty alleviation. Community Driven is always advocated among poor communities, but the internal motivation of community development is always ignored. From mutual exclusion, absorption to cogovernance, the interactive network and mechanism among government,market and social organization has been established. Based on the theory of endogenous development and the investigation on L Center in Yunnan Province, this paper focuses on the micro-mechanism of endogenous development for poor communities. First, it＇s the basis and key to paying attention to the organizational mobilization. And then, the industry development to achieve endogenous resources and to promote livelihood diversification is an important guarantee. What＇s more, the follow-up support is market docking and the income improvement of residents. The project practiced at L Center provides an experience for poverty governance, development assistance and rural vitalization.
