摘要
网约车的出现在缓解城市出租车市场供需失衡问题的同时,也带来了一系列不可忽视的社会问题,因此政府监管责无旁贷。然而,2016年陆续出台的网约车新政及各地细则饱受争议。本文运用政策网络理论这一分析工具,对网约车政策中的各主体网络及其关系进行分析,以此探究目前政策的不足,并力求提出网约车监管新路径的建议。
When easing the stress of taxi services in big cities in China, the ride-sharing services have created a series of non-negligible social problems. The government should treat them with caution and take the regulating responsibilities. However, the new regulations and policies on ride-sharing services since 2016 are controversial. With the analytical tool of the theory of policy networks, this article analyzes the major networks and their relations in ride-sharing services and tries to disclose the defects of these policies. This article also puts forward the new path of regulating ride-sharing services.
