“Multi-level” and “Co-governance”:A Study on the Vocational Educationand Training Governance System of Israel

以色列有"创新强国"和"创业型国家"之誉,这与以色列职业教育与培训体系以及其治理体系有密切关联。以色列国家教育部和经济部、地方政府及"职业教育与培训提供者网络"、基层的职业学校(中心或学院),以及作为社会伙伴的"以色列制造商协会"与"工会联合会",共同合作参与以色列职业教育与培训治理,塑造了以色列"多层级"与"共治"的职业教育与培训治理体系。

As the only country in the world that has Jewish as its main population, Israel has the reputation of ＂innovation powerhouse＂ and ＂start-up nation＂, which are closely related to Israel＇s vocational education and training system and its governance system. The governance system includes the Ministry of Education and the Ministry of Economy at the national level, local governments and ＂the network of VET providers＂ at the intermediate level, and vocational schools（centers or colleges） at the basic level. It is also participated cooperatively by the ＂Manufacturers Association of Israel＂ and ＂Federation of Trade Union＂ as social partners, thus shaping Israel＇s vocational education and training governance system with feature of ＂multi-level＂and ＂co-governance＂.
