资源禀赋、环境规制会促进制造业绿色发展?

The Effect of Resource Endowment and Environmental Regulation on Green Development of Manufacturing Industry

基于制造业绿色转型发展的视角,在梳理解析资源禀赋、环境规制与制造业绿色发展内涵及理论关系的基础上,通过构建制造业绿色发展影响要素的动态面板数据计量模型,实证考察了全国层面及长江三角洲、泛珠江三角洲和环渤海经济带内资源禀赋、环境规制对制造业绿色发展的作用机理。研究结果表明,在全面层面资源禀赋对制造业绿色发展呈正向作用,环境规制在短期内对制造业绿色发展呈负向冲击效应,并能对资源禀赋弹性产生抵消作用,但长期来看则能释放资源比较优势的发挥,并与制造业绿色发展呈"U"型关系;在各经济带检验中,资源禀赋与环境规制对制造业绿色发展的直接效应呈差异化影响,其中资源禀赋在长江三角洲制造业绿色发展中表现为负向效应,环境规制在环渤海经济带制造业绿色发展中呈正向效应,长期内环境规制在泛珠江三角洲和环渤海经济带制造业绿色发展中呈现为"U"型关系。

The green development of manufacturing industry is an important direction of manufacturing transformation in China. Hence, it was selected as the research perspective, and the connotation and theoretical relation of resource endowment, environmental regulation and green development of manufacturing industry were analyzed. Moreover, the mechanism of resource endowment and environmental regulation on the green development of manufacturing industry in the national level and the Yangtze River Delta, the Pan-Pearl River Delta and the Bohai Economic Belt were analyzed empirically based on dynamic panel data measurement model. Results showed that the resource endowment had a positive effect on the green development of manufacturing industry in the national level, but environmental regulation had a negative impact on it in the short term and also could offset the elasticity of resource endowment. However, the environmental regulation could release resources comparative advantage play in the long run, so it had a ＂U＂ relationship with the green development of manufacturing industry. In the economic belt analysis, the direct effects of resource endowment and environmental regulation on green development of manufacturing industry were different, and the resource endowment had a negative effect on the green development of manufacturing industry in the Yangtze River Delta, environmental regulation had a positive effect on it in the Bohai Economic Belt. While the ＂U＂ relationship between the environmental regulation and the manufacturing green development was formed in the Pan-Pearl River Delta and the Bohai Economic Belt.
